America's Next Battle

America’s next battle in the war on terrorism should be fought against the PLO and its founder, the godfather of world terrorism, Yasser Arafat. Israel cannot win its war against terrorism alone. Israel has no silver bullet to dispatch the PLO network being fed by the Islamic world, but America does: It alone can shut off the economic support that pours in weekly by the millions.

Arafat and his PLO organization have been working all summer in an attempt to discredit President Bush’s peace plan as irrelevant. Why? President Bush labeled Arafat as “irrelevant.” It appears that Arafat is succeeding.

The PLO is still considered the legitimate representative of the Palestinian people…an amazing feat to have a terrorist organization demanding a state. Arafat has played the terrorism card, and has utilized Hamas and Islamic Jihad as his weapons of choice. Now, he is calling for the appointment for a new interior minister in charge of his security forces. This post was formerly held by Mahmoud Abbas. This would give Arafat a bigger voice in negotiations. All key decisions would have to be referred to him for approval.

All the terrorist organizations and terrorist-harboring nations have one thing in common: They all support PLO terrorism. Islamic dictatorships throughout the world stir up their masses by justifying terrorism in the name of the PLO cause, rather than dealing with their own shortcomings. They have brainwashed their populations into believing the West in general and Israel specifically is the root of all of their problems.

Israel is the only nation in modern times that has been pressured to give a terrorist organization part of its territory. But in spite of Israel’s attempts to comply, it has suffered more terrorism per capita than any nation on Earth, while PLO-controlled territory has become a world distribution center for the exportation of the H-bomb (human bomb.)

PLO terrorism is not about land. If it were, then the PLO would have accepted the Barak-Clinton Camp David proposal. It’s about eradicating Zionism and the Jewish state. Its strategy of using terrorism as a tool to achieve its goals has never changed. America has put pressure on Arafat to control terrorism, and for brief interludes terrorism decreased drastically. This proves one thing: If Arafat can curb terrorism he can also incite terrorism. And while he was recently turning down the flame of terrorism, he used the time to organize a shipment of some 50 tons of armaments on the Karine A.

In an article in the New York Times on February 3, Arafat stated, “To stop terrorism, we must understand that terrorism is simply a symptom, not the disease.” That logic contradicts the entire Bush Doctrine on America’s war against terrorism…that there is no justification for terror.

If Americans buy into Arafat’s premise, it will mean a protracted ride on the back of the terror tiger. Any attempt to root out global terrorism without plowing the soil in which it grows will only spread the virus more quickly. As long as Arafat lionizes suicide bombers as martyrs, the Jihad genie will stay unbottled. Arafat, who has compared himself to George Washington, can denounce terrorism because he has redefined it’s meaning.

Arafat’s “gift” is in destroying states -- as he tried to do in Jordan and Lebanon in the 1970s and ’80s -- not building one. If Arafat were truly loved by the Palestinian people, thousands of Palestinians would not have fled his regime to become American citizens. The truth is, Arafat is a dictator and a terrorist who has been instrumental in killing even more Palestinians than he has Jews.

Israel cannot mobilize a global coalition to see that a terrorist like Arafat who has killed innocent civilians throughout the world -- including dozens of Americans -- is extradited and brought to justice, but America can.

On February 12, 1986, 47 senators sent a letter to the US Justice Department demanding the indictment of Arafat for the brutal murders of ambassador Cleo Noel and charge d’affaires C. Curtis Moore in Khartoum, Sudan. Nothing has been done yet – but there is no statute of limitation on murder. And Virginia Congressman Eric Cantor recently pointed out that the State Department even has an audiotape of Arafat giving the order to have the American diplomats killed.

So far Arafat has gotten away with murder, not only of US diplomats, but dozens of other Americans and thousands of other innocent victims.

Arafat and the PLO have got to go! The Palestinian people can never have peace nor can Israel, as long as a terrorist organization presides over their destinies.

President George W. Bush refused to negotiate with a terrorist-harboring Taliban. Why should Israel continue to negotiate with an unapologetic terrorist organization? The Palestinian people can have a genuinely peaceful life, but in order for this to happen, the PLO and its terrorist godfather must be uprooted, along with all terrorist organizations in the territories.

Israel cannot freeze the billions Arafat has stolen from the Palestinian people, but America can. The US must impound Arafat’s bank accounts and utilize the billions of dollars to build schools, hospitals, and economic enterprises for the Palestinian people. Israel cannot mobilize the world to help the Palestinians form a democracy and rid the territories of a terrorist dictatorship, but America and the world community can.

Arafat was confined to Ramallah because he was harboring, supporting and authorizing terrorist acts. America cannot win the war on terrorism and at the same time legitimize the world’s most infamous terrorist and his PLO organization.

Arafat and the PLO have supported Saddam Hussein, Ayatollah Khomeini, Osama bin Laden, Fidel Castro, terrorist states such as Syria and Iran, and the evil regime “of the Khartoum Khmer Rouge who are responsible for the mass murders of more than 2 million of their own people.”

Bush in his address to the United Nations after the September 11 attacks stated: “Every known terrorist camp must be shut down, its operatives apprehended, and evidence of their arrests presented to the United Nations. We have a responsibility to deny weapons to terrorists, and to actively prevent private citizens from providing them.” That includes the PLO and Yasser Arafat.

As Deputy Secretary of State for Near East Affairs David Satterfield stated, “The intifada has become an ongoing process of calculated terror and escalation. America, and the world, can starve out and stop the intifada…Israel cannot.”

Israel cannot get other democracies to stand with it in this battle, but America can. America has helped Afghanistan establish a democracy with world assistance. It can do the same for the Palestinian people -- after terrorism has been rooted out.

The bottom line is this: The Anti-Terrorism Act of 1987, Public Law 100-204, Section 5202, calls for the PLO to receive no U. S. funds, or to receive anything to value, or to maintain an office or headquarters in the U. S.

Past Presidents have held this law up on a National Security Waiver every since the first time it crossed the Presidential desk. The President must pass Public Law 100-204; otherwise the would-be Osama’s of the world will conclude that crime does pay…as long as you do it the Arafat way.
